The International Federation for the Conservation of the Heritage organizes from 1992, and each two years the International Congress of Rehabilitation of the Architectonic Heritage and Edification with the objective of exchanging experiences and fix guides of action in defence of the cultural Heritage.
The 1st. Congress took place in Tenerife, Spain, in 1992; the II was developed in Mar del Plata, Argentina; the III in Granada, Spain; the IV in La Habana, Cuba; the V in Florence, Italy; the VI in San Bernardino, Paraguay; the VII in Yaiza, Lanzarote.
The VIII International Congress will take place in Buenos Aires and Salta, Argentina.
The Social Dimension of the Heritage has been elected as subject of basis for the development of the next Congress.

THE SOCIAL DIMENSION OF THE HERITAGE
The 20th. Century has put emphasis in the technical and economical dimension of the heritage, although in the last decades it has been added subjects related to the asymmetries and inequalities, worried not only for the specialists but also for the different actors of the society. To give an answer to these non adjustments it was begun to work in items related to the diverse authenticity, the human rights, the environment, the natural resources, the cultural diversity, the education, the fortification of the values and the social dimension of the heritage.
Today we are conscious of the right to the heritage that has the towns as point of departure to sustain their identities.
This social dimension must have its expression in the theoretical bodies and the concrete actions; must be vindicated for and by the original towns, by the immigrants, by the diverse levels of the society; must look after the diversity in the finding.

The INTERNATIONAL CONGRESS will have two moments and will take place in two headquarters. First in Buenos Aires, from September 6th. to 8th. and then in Salta, from the 11th. to the 13th. of the same month.
In Buenos Aires, The social dimension of the heritage will be discussed from different scales: The International Scale, the Regional Scale and the Local Scale. It will be displayed fundamentally in Magisterial Conferences and Round Tables.
In Salta, two specific problems will be discussed: The routes and cultural itineraries and The technical interventions of safeguard and rescue of different patrimonies.
There it will take place the presentation of Communications and Reports and will be developed Conferences and specific Tables.

The social dimension of the heritage from different scales

1.The international Scale
Since the Conventions, Letters and Documents, philosophical principles were considered that urged to all the countries of the world to identify, protect, conserve and transmit to the future generations the cultural and natural heritage.
The international cooperation results today a fundamental instrument for the exchange, for tutelary and perpetuates the heritage of the towns, persecuting his better knowledge and value. The globalisation process in the economic, political and cultural areas leaves us each time more to the need of take care and protect the spaces of belonging and identity.
All the towns are heirs of a volume of knowledge, discovers, traditions and of a material heritage that only has sense in function of the spirit that inspired its construction. The exchange between nations and towns must favour the support of the cultural diversity in a process of integration and complementation

2.The Regional Scale
Trace concrete actions of a participative and multilateral way, assures by one way that all the countries that conform the regions be fortified to face the problems that passes the national frontiers and by another way that the different regions of a same country can find its affinities by geographical, morphological, productive, political cultural or social reasons.
Put the focus in the heritage of a region, will help to understand with more efficacy that the needs and common problems, many times require of shared and complementary solutions.
One regional mature, critical and reflexive action will help and will fortify the culture of the own, valuing it not only as the set of static or exotic elements of the past but as dynamic agents, integrated to the contemporaneous world.

3.The Local Scale
Each country, each city, each town, must face the protection, conservation and guidance of its heritage.
To reach this is necessary to develop administrative and management instruments, or face diffusion and awareness plans, adequate to the possibilities of the place. The programs of participation and the training of technical pictures must adequate to the own resources and aspirations of the communities.
The different social actors that today interact in politics of patrimonial defence make necessary to open the debate to all the levels of the community and to all the disciplines that concur for the strategic planning that requires today, the integrated conservation.

1.The routes and cultural patrimonies
The cultural patrimonies are human works that have as conducting wire the communication, the transport, the interchange and the contact of human groups many times, independently of the natural, administrative or political limits.
These routes, throughout which we find historical towns, defensive constructions, stops, sowings, urban nucleus, cultural landscapes, etc. are “communicative glasses” that contribute philosophies, politics, languages, arts, artisans works, cooking activities; constitute spaces of cultural, social and political integration. Having as protagonist to the nature and the mark that the man left is presented as an important factor of tourist development and therefore of sustainability for the economic-social development of the communities involved.
In order that the tourism does not impact negatively in the communities, is essential the execution of Driving Plans that instrument in the short, half and long term the management and control of these sites, form the citizen participation.
Knowing the experiences and proposals that are being realized in different countries and regions, to recognize the potentialities that this vision of the heritage if offered and
to reflect about the challenges that involves, constitutes a point of departure for the best development of the focus.

2.Technical interventions of safeguard and rescue of the different patrimonies
The restoration and the reutilization of the architectonic heritage and edification, as well as the heritage movable, requires of a methodology of boarding, the application of theoretical principles and of the precise knowledge and fair evaluation of the traditional technologies or of last generation.
The interventions in the public or private scope (maintenance, restoration or reutilization) must be oriented principally to improve the life quality of the people.
The building, urban or rural recover, requires of strategic instruments and mechanisms of management of intervention politics, and of the citizen participation, with the idea of revitalizing the social weave.
The analysis of legal and administrative aspects of the different cases will fortify the interchange and mutual enrichment.
The experiences of register and transference, of safeguard and rescue of the non material heritage allow maintaining alive and dynamic the cultures of the towns, and contribute to the defence of that fragile heritage for the future generations.
By the way, the revalue of this heritage will help to recover habits, languages, customs parties, myths, and legends own of the cultural diversity as antidote against all the cultural hegemony.
